Quite a number of undergraduates would have loved to study any institutions outside their states of residence. This might be because of the high acceptance rate of the institutions, or better education facilities.
However, these dreams are left unfulfilled because of high tuition fee for foreign students. The tuition fee paid by indigenous students is usually lower than that paid by foreign students.

The program is called the Western Undergraduate for Higher Education and aims at reducing the tuition fees of foreign students in the western region of the United States.
To clarify you , the program is an agreement between western states colleges to subsidize the tuition fee of students of each states in the membership.
For example, if the Northern American University tuition fee for indigenous students is $5,000 and that of a foreign students is pegged at $15,000, the tuition fee for foreign students from states in the WUE might be $10,000.
That is, the fees of the WUE students will not be up to that of the regular foreign students. In a nutshell, some western state colleges offer a discounted tuition fee to students of the WUE member states.
